Actually, that is not true. There are /14's and /16's all over the open market for sale.
What you mean to say is... that
you/host is running out of their inventory. To get more, they need to be able to justify them to ARIN/RIPE/whomever. Which means, they would have to do an audit to pass a run check on proper utilization per ARIN guidelines. In short, if they are all being used, then you should have no issue.

When the new IPv6 comes out it won't be that big of a deal but for now, you do have to at least attempt to come up with a valid reason why you need them :P

As long as you can fill out the form and justify them, you should be fine with any host. A lot of the "hype" about IP space is just that in regards to IPv4. ISP's can still get space from ARIN/RIPE/APNIC/whatever. They just are not going to get a /16 out of the gate like the good ole days. You just have to have proper accounting of what you currently have, and show proper use per guidelines.
