That's weird, I didn't have to provide ID at HostNine. They're definitely a legit company though, and I know HostGator and others ask for ID sometimes so it's not too unusual.

RackEngine is newer, I got a free account there when they were doing a beta testing deal here on gfy. I host a little forum there and the hosting has been stable for me. They're over on the east coast and I never had problems during the hurricane or anything. Not really any different from other Cpanel hosts I've used, which is good.
