That wouldn't work as there are so many other factors at play, a more scientific way would be to compare the State's rate of Fluoridation (%) against the States's life expectancy. There are still other factors at play e.g smoking rate, obsesity rate, so we have to take care.
"Hawii, 8% fluoridated, has the lowest incidence of heart disease, breast cancer and cancer death rates, high cholesterol, diabetes and the highest life expectancy of 80. California, 27% fluoridated, also fared well.
District of Columbia, 100% fluoridated, was amongst states with the highest rates of heart disease, cancer and overweight/obesity and the lowest life expectancy of 72. Kentucky, also 100% fluoridated, followed suit. "
