"Kim" is usually Korean when it comes to Asian names. It is not a catch-all Asian name. Furthermore, "Kim" followed by "Williams" would logically lead most to believe the person is American and probably female.

If the name was Kim Bong, Korean would be the logical answer but I would still be unsure of the gender.
