I spoke with CCBill after I posted this to get confirmation, it ALL depends on the web verify feature, if it is off then it cascades as intended, ie auto direct to processor 2. If it is on then it intervenes.
Login to your ccbill account 'Account info > Account admin', 'web validation rules' on the left nav. You can set it up however you want, enable it for some countries and disable for others. Personally I have it off and it will stay that way as I don't believe customers will call in enough to outweigh the pick-ups from epoch. Each to his own...
