The program was started in 1994. Landlines have a special tax on them that collects a special fee to provide phones to those who cannot afford it for whatever reason. This was back in the days of Ma Bell. It only makes sense they would carry this over to cell phones. |
I remember when I was a growing up there was an older woman who lived next door to a us who had what was basically free phone service because she was on social security and had very little money. Probably the same program. It is now just modernized.
