Psst - the solution is an economic one, not a military one. The most important rule to remember in foreign policy is 'fat men don't fight.' If you create a stable economy where people prosper and can live a lifestyle above the poverty level, people become much less willing to strap bombs to themselves. If you create a strong middle class and promote a shared sense of community.... the average person won't become radicalized by the minority. Crazy people are not the problem. Uneducated poor people motivated by crazy people are the problem. You will never eliminate the crazies. You can definitely make the poor better educated and less impoverished which mitigates the impact of the crazies.
We have crazy asshats in the US who on very rare occasion try to blow up a courthouse or organize a religious book burning. We monitor them and prevent the vast majority of their hatred from harming anyone. More importantly, we make joining them very unattractive for most people (especially among the poor) by making sure they would rather watch their flat screen television while hanging out with friends AND by making those distractions affordable.
Wars are won by killing the bad guys, at tremendous cost. The peace is won by preventing ordinary people from following the crazies... and it's a much cheaper, better, more reliable way to do things. Raise the average standard of living, strongly promote at least minimal education, provide 'distractions' for the populace. It's the same formula that has worked since the first time people joined a society willingly.
We don't need to kill all the crazies, we can just marginalize them instead... but it does require us to allow people who 'don't deserve' flat screen televisions and 'haven't earned an XBOX' to have them anyway. It benefits the wealthy to keep poor people at least minimally happy because doing so is much cheaper and easier than trying to kill them all. The exact same logic applies to our own country, where we ought to be taxing marijuana and letting poor people get high at home while watching comedy central instead of fostering gang wars over drug turf and paying to imprison people for selling dime bags.
