One of the problems we have with making war today is we are overly concerned with harming innocent people.
I am currently reading a book about WWII and the chapter I am on is talking about the respective air forces and their bombing campaigns. Warfare back then was more like "This town has an aircraft factory, thus we can bomb the factory and the entire town because nearly everyone in the town works for or supports the factory". (I understand the difficulties in accuracy in bombing during WWII and they were lucky to hit the right town, but you get my point - they bombed entire cities.)
With the pin prick strikes we do now Israel attacks the people launching missiles and their armed forces, the civilvians for the most part go about their business, and three years later it's right back to square one.
