Unless he was banging a potential spy or putting confidential information at risk somehow, I don't understand why the whereabouts of his penis have anything to do with job performance. If Ron Jeremy could run the CIA more effectively than someone else, it shouldn't matter whether he was more promiscuous than another candidate for the job... only whether or not he was more skilled at completing the task effectively.
