Yep, normally, when it is close, both sides plan for both outcomes. It is like a sports team that buys the championship hats and shirts a week before the game is played. If they lose, it is money wasted, but they want them just in case.
In this case I think some of it also may have been that Romney is not used to losing at anything. They said he only wrote an acceptance speech so he had to write a quick concession speech after it was all said and done. There were also a lot of people saying that he and his team really believed deep in their heart that he was going to win.
