Wild guess:
It could still be that they give less electorial votes than would be normal proportion.
Rough example:
a state 5 million people
b state 10 million people
a state x electorial votes, state b
less than 2x electrial votes. So voting power of state b is reduced compared to what it would have with popular voting system.
