Just wonder...

Are African American and American African the same? Does it really matter which one you say first? Or is there a rule like if you say African first, that will mean African by race & American by birth? And when you say American first, that will mean American by race & African by birth?

I always hear people say Canadian Chinese, but seldom Chinese Canadian, though most refer them as Chinese by race & Canadian by birth.

Is there a grammar rule here?
