Like everything else, it's a bunch of fear mongering. Keep your records, if you get inspected, show them. I'd personally like to see inspections again and get rid of the secondary producers BS that tubes can hide behind. If you make a mistake, you get a chance to fix it. If you don't have records, you go to jail. That would be fair.
