If governments ran efficiently and didn't misappropriate tax dollars you would see a lot more people who CAN pay more taxes offer to do so.
As it stands now, people who have some extra cash aren't going to offer it up to a system that's proven broken time in and time out.

And there is the problem. You can't trust those in power to do the right thing, so you don't want to pay more. In fact, you KNOW they won't do the right thing.
