Yes, a lot of hurricanes hit NY or NJ, and you list has lots of them. Hurricane Floyd in 1999 is a great example - two deaths, and less than $20 million in damage. Hurricane Sandy has killed what - one hundred and seventy people? - and caused billions of dollars in damage. Huge difference.
