If we are to give Wikipedia any credibility, .ga TLD is run by Gabon's now privatized phone company, owned by Maroc Telecom, which in turn is controlled by the french company Vivendi, a telecommunication-media conglomerate. You might also have heard about Vivendi-Universal. Way to go, fatso.
While any domain dispute would be run under Gabon's jurisdiction, a small african state wouldn't need more than a wink from big brother U.S. to shutdown the site. See the recent Cambodia vs. Sweeden TPB fiasco. Well, U.S vs. Gabon is like 100x that, and US is major oil importer from Gabon:
