This is true. These people who think that by continually moving to some eprocessor that hasn't YET been notified it is not in compliance, they will not have to pay the $750 fee are just putting off the inevitable (and probably wasting a lot of time!)

So..they're not in the U.S. And for NOW, Visa hasn't said anything.
Do you really think Visa is just going to say "Oh, ok..no prob since you're overseas"?
