That's not about porn. That's about politics. Everybody who want to protect their children from porn will turn the built-in parental control on (Windows, Mac OS X and the major anti-virus software supports it by default). Alternatively they can use 3rd-party solutions like NetNanny etc. As you can see, there is no need to block websites on the ISP level.
