Instead they seem to go to great lengths to make it tedious for the content owner forcing them to have to constantly play whack-a-mole. Many have suggested to Fabian that he implement three strikes but to dae as far as I know it has never been done.
I'm actually a fairly reasonable person. Believe it or not but I even have sites which accept user uploads. But like I said the failure of Manwin to implement three strikes along with all the games to justify it suggests to me that they are purposely profiting off of the theft of your content.

Facebook has a 1 strike policy. They will shut down your page with no warning whatsoever if they see the need to, even if it is due to false DMCA claims. Then they ignore your counter DMCA or any contact with them. They just don't give a shit, but will shut your entire account down and all content with it over a single image if they see fit.
