I normally do it as

$colors = array("Red","Blue","Green","Yellow");
$pets = array("Cat","Dog","Bird","Fish");

$color = $colors[array_rand($colors)];
$pet = $pets[array_rand($pets)];

print "The Color of the " . $pet . " is " . $color . "!";
