Depends on how they are used. Most of the sites that were hit during that update were shitty small sites or overly optimized sites clearly trying to game Google.
Indeed there's no guarantee you can rank highly with such domains, but the EMD update didn't affect CreditCards.com, Cars.com and Hotels.com which have had considerably bigger competitors vying for the top spot of those terms. In the hands of someone who knows what they're doing, EMDs still provide a potent ranking boost.
