I think there's a good chance he gets credit then but that's still assuming some things. The only real way to be sure is a test signup.
I'm not quite sure about the blank "ccbill_referer" parameter myself. Regularly I know that is supposed to have your affiliate ID for you to get credit but I'm not 100% sure about it with a cascade so I'm going to keep my mouth shut about making absolute statements.
but someone here probably does know or I'm sure there's some documentation somewhere.
