I think this is pretty normal.
If you want cheap porn you gotta have a cheap production.
If you can use only people that can get an erection on demand the price goes up a lot because those actors knows most people can't do that.
I never produced any DVDs or anything but I imagine having a full set running easily cost 3K+ for the base setup + all the hourly costs for editors, camera crew, director, models etc etc (I'm not referring to low quality shoots in a motel6 or similar)
