You have two real options for optimal streaming:

1) Find a middle ground for the one stream you will offer. A video that is not too big so it will play for all of your members regardless of their connection. Just as a reference, if you encode it over 2000kbps, I can't stream it from here I am. Neither can a whole lot of people. That said, you can make a great looking 1280 x 720 video at 1800 - 2000kbps if you encode it right.

2) Load a few different size videos and let your media server choose the video that is correct for your users bandwidth.

Downloading, you can make the file as large as you want. But to stream it in real time with little problems, you need to make sure everyone can do it.

Streaming? I bet 1/2 of your members can't stream them at that size without letting them buffer for a long time.
