Only problem with that story is the post office is a hub and spoke system and mail flows through the big processing centers (most are staying open or consolidating, like Fort Lauderdale folding into Miami but just about same number of people, just less real estate). It's not like mail moves from small post office to small post office like the old days.

Having been in the direct mail industry I've been in the Baltimore bulk mail unit and most of the sorting is done by OCR that can read the shittiest handwriting. It goes through the machine and then spits out to trays that eventually make it to the closest processing center and then it goes to the small post office that may now be closed. At most with all of the shut down centers you are looking at a day delay.
I agree with you, I deal with USPS closely everyday and I send and receive a ton of packages daily...and you know I'm right next to Dulles Airport and a large USPS sorting center so I always get my mail very quickly.

98% of the time when I get a late package/mail, it's because the sender did not get it into the postal system on time or fucked something up.
