First try removing all extra peripherals as well as the ethernet cable if any and retry.
If same issue: Boot up in safe mode by starting it up and holding shift. If you want to see what it's doing while booting safe mode, hold shift+command+v.
If that doesn't work, hold Command+Option+P+R and turn on the computer and wait hold until you hear two startup chimes.
If that doesn't work, see if you can boot to your OS disk by holding c when powering on.
If you can, run a disk repair from disk utility. If no errors, repair permissions too.
If that doesn't work, remove 3rd party hardware, including RAM if you can, and retest.
If that doesn't work and you can boot to the disk, run archive and install.
If that doesn't work, you can try erase and install if you want to..
If all fails, take it to an Apple store or throw it away
