I take it that this so-called penalty is reversable, meaning for next update just make sure I got more quality link and then I start rising again.... or is the domain fucked for life and I have to move it to new server and change whois info?

yes it is reversible just like penguin. Dilution is the answer.
hit it with a lot of economistjobs.tld links. Just the url. In-content, sidebar, etc. Next to it, make sure you use text that 'brands' the domain ie., Another quality (target keyword) post from url. Only on a MINORITY of your backlinks should you anchor the target keyword to your site. And of those, randomize the target url.
The key here, if it's not obvious already, is to make it look "NATURAL."
95% backlinks going to an emd site with the emd anchor to the main page is not natural.
