Clueless...the Intelligence Select Committees in Congress will make the final determination about the Administration lying...or not lying, about WMD/materials. Unitl that time the Administration cannot be legitimately labeled as having told a lie about WMD/materials.
The fifteen members of the UN Security Counsel agreed that Iraq had not been in compliance since 1991...and had not complied with multiple resoultions...thus they passed Resoultion 1441.
The better question would be...why didn't Iraq comply with 1441?

After 12 years of non compliance...after 12 years of tens of millions of dollars (if not hundreds of millions of dollars) of expense containing Iraq...after 12 years of putting our military personell in jeapordy (our military forces were routinely fired upon) and after Iraq failed to comply with 1441...the USA decided, along with close to 40 other countries, to provide the "serious consequences" as unanimously approved by the 15 members of the Security Counsel. 1441 was the last Resoultion passed prior to the invasion of Iraq.
If you want to accuse someone of lying...direct your accusations at the "Mother of all liars"...Saddam.
If our Congress determines that the Administration lied...then there will be consequences for the Administration to pay.
