Plans are also afoot to tax drivers by mileage driven so the whole "no fuel tax" thing is on the verge of death.
England:
Area - 50,346 sq. mi.
Population - 51,446,000
USA:
Area - 3,794,101 sq. mi.

USA has just over 75 times more area than England and 6 times the population.

Very few people commute 2 states over. Most people will not drive over an hour to get to work. This car might not be for you but it is practical for a lot of people. Especially in a two car family.
