If you do truly believe that CCBill is capping your sales, why don't you get a secondary processor (Epoch) and activate them when you reach your CCBill cap? This is very easy to do. Alternatively, you could do a 50-50 split all week long where 50% of your traffic goes to CCBill and 50% goes to Epoch. This would also help eliminate your capping issue.
