This would be dead easy to test, so I presume they have done so and decided it didn't work.
Quite a few new cam sites I've seen recently have strict time limits on free chat, and generally these are small and failing sites. Maybe it isn't a cause-effect correlation, but for one thing I can say the strict time limits make it very painful doing reviews. It annoys me enormously and ensures I won't return to that site, hard to think it will encourage surfers to join.
