Of course I don't think they have the rights to it - or purchased it - you're missing the central issue here.
Since all of the content you are complaining about is posted on a public bulletin board, it's a bit more difficult to point the finger at the site owner being responsible for actually placing it there.
Having said that, if we warn a webmaster about content on their sites and they don't remove it, then the gloves are off.
Now, if said owner had these images coming up in a gallery that he had built by himself and posted on his site, then you've got him dead to rights and I'd have no problem pulling the thieving bastard in an instant.
However, in this case it's a bulletin board that anyone (yourself included) could post whatever they please to.
This is why there is a process involved in filing DMCA complaints regarding sites at any hosting company. Just coming on a public board with vitriolic ranting, like "this bastard is a thief" isn't doing anyone much good - and tends to get ignored. If you truly want to get something done about it, find out what the process of filing a complaint with a particular host is, and file the complaint, along with verifiable proof, if possible (which would speed the investigation).
