Again, I am in no way pro Manwin, but I am pretty sure, (likely due to the amount of money which may or may not have been his going into this) that the moment he took control of Mansef, he started cleaning up their ways, and cracking down on the piracy, certainly he is no saint, certainly he is profit driven, certainly he's be happy to take us all down to grow his empire, but he didn't cause this mess.
