That statement really does nothing except illustrate that every society has its own definition of "advance". To Europeans, US citizens have the best taste that money can buy. The Japanese not only have a poor opinion of all western "culture" but we actually smell bad to them because of our animal fat laden diet. The Chinese combine modern technology with a peasant society that has been unchanged for thousands of years. Etc.
Even among industrialised nations we don't even have a common standard as to what being "civilised" means. And if we could define a common standard today, there is no reason to be optimistic that such a standard would hold good for very long.
What we loosely refer to as "first world" countries are currently doing their level best to destroy their own environment. If they only manage to destroy themselves, will any of them be thought of as "civilised" in future?
Maybe we will not go that far. Maybe the G7 countries will just keep exporting jobs so that the steady economic decline of the past 30 years will become a route.
Whatever may happen, throughout man's relatively short history no-one has stayed on top for very long. When the Romans invaded Britain they encountered savages covered in blue paint. A few hundred years later the Roman Empire was gone while the sun never set on the British Empire. Now that has all but gone too.
In less than 100 years, Asian countries have changed from being primarily a source of western wealth to a major economic force in their own right. During that same period the US in particular has tried to keep the middle east destabilised, but arab nationalism and arab wealth continues to increase. Etc. Etc.
It isn't even necessary to get into debates such as what exactly "White" means. The fact remains that the most anyone can claim is that by their own standards, right now they are on top of the heap. Even in the unlikely event that those standards have any real meaning, it is plainly foolish to suggest that such short-lived supremacy indicates any innate superiority of either nation or ethnicity.
