What about more simple idea, instead of paying for models (male and female one) setup a vacation apartment/houses are something simliar where they get the place 4 free plus food, drinks, w/e... and they agree for the place to be broadcasted on HD live on the net.
OR it shouldn't be just an apartment it could be something like the ggw bus, like a big suv or even a bus with food, drinks, music, etc.... it will be parking outside clubs and simliar places where a cpl who met on the club looking for a place to fuck they can goto that car. get everything for free for like an hour but they need to agree to get broadcasted.
sounds like opteration costs for something like that would be very low. assuming there aren't legal issues i think it's a good concept.
