If you slam your brakes on, and a guy runs into you -- then technically, you did "cause" the accident -- but if someone is travelling too close to you at a high enough rate of speed, they're not going to be able to stop in time. You are allowed to put your brakes on for any reason you like. It's up to the guy behind you to not be tailgating.
