They are offered in response to towns being hard up for cash since the bottom fell out but still in dire need of police services. I do know our home town got some money from the federal government for equipment... Our town bought some license plate readers. They are fucking cool really - They sit up by the sirens and scan and read license plates, and automatically check them through the computer and give cops a warning if if a plate is late on their tags or is a suspect or something.
But people need to understand that the Federal government cannot fix everything - starting with police officers. Great, there are grants that will be pay the salary for an officer or two - but that's not going to help Stockton California that was full of crime before the recession and cut backs. And an officer or two is not going to help my hometown who has slashed 1/3 of it's officers - and is still starving for equipment.
