CAN-SPAM exists regardless of your intention.
If people did not sign up, and double opt-in, to receive your emails... they could complain via SPAMCOP.
They do not personally bother me. If I do not want them, I could email you back to request removal (although you should have an unsubscribe link), or just hit 'delete' and go about my day. It's not a big deal on a single lone email from someone you have done business with in the past.
That being said, whether it's a past client, member, or whatever... you want to make sure you are follow CAN-SPAM compliance or whatever laws are applicable.
