This looks like a case of everyone being stupid. The guy decides to leave, probably thinking he might then get out of the ticket or just because he thinks since he drives a Ferrari he can do what he wants. The cop then steps in front of the front tire and ends up getting his foot run over. The cop should have just let him go. Once he had his license plate number, which is typically the first thing they fill out on the ticket, they will just mail you the ticket.
