I'm from the south, getting an ass whooping is just another part of the culture... mostly deserved, though I didn't get too many.
My son hasn't gotten one in awhile, but I am not going to say he's never been up for and gotten one.
Used regularly I don't think it deters anything. But just like the occasional soap in the mouth or the grounding from everything for a week, it tends to shock children into submission and into paying attention.
