I will deal with the the Valerie Plame incident first. It was not Vice President Cheney or "Scooter" Libby that leaked information about Valerie Plame...it was Deputy Secretary of State Richard Armitage that leaked it to Robert Novak.
As for all of the other bla...bla...bla...Dick Cheney was Vice President and the constitution does not provide a Vice President with the authority to officially say yea or nay to any of the things he has been accused of above that you have posted. A Vice President basically has zero power other than being a tie breaker in the Senate. Any and all of the things stated above fall within the official realm of the Congress...the President and the Supreme Court. A Vice President does not have any official role in any of it. A Vice President can of course express his opinion just as any other citizen can.
The UN has never proposed a resolution to reprimand the US for anything that it has done in Afghanistan or Iraq...end of story..
