While I agree 100% that everyone should be responsible and pay their bills, I also know that people get laid off, fired, sick, in an accident, or any other of things that can happen to people to cause them to fall behind on their bills, many of which is beyond their control, especially the elderly or those living alone without many friends or family.

Fast forward in life and you're 80 years old. You're alone. You keep up on your bills but somehow you made a mistake OR you simply didn't have enough money to pay your SEWAGE bill, due to whatever reason, and you lost your house of 49 years over it. 40 years of being responsible, 40 eyars of doimng everything right, then one slip of $400 causes you to lose everything.

Sorry man, that is just not right. And it can happen to anyone, at any time. There should be restrictions to what can be done in situations like this. It's not like she didn't pay her mortgage payment for several months or a year. She didn't pay her sewer bill.
