Yes they get paid and there is an even bigger issue arising...
Seems when a filehost complies with paypal rules all that happens is a flagged affiliate is unable to receive his affiliate payment through paypal but uploaders can just set up a webmoney account and carry on uploading content that will paid with paypal..
