Its mostly mistaken identity. Sharks do not hunt humans, we arent on their menu.
Imagine how a turtle looks from below. Now imagine how a surfer looks, arms and legs dangling from the sides of the surfboard, in the surf where water conditions and visibility arent great... surfer suddenly appear to be a turtle. Or a seal. Shark takes a bite, spits it out when the surfers doesnt taste like a turtle or a seal. Of course the surfer bleeds to death, but it was just a taste test.
I've got my shark awareness instructor certification and I've been lucky enough to find sharks on the majority of dives I've been on, even in the kelp beds off of southern california.
