Most Americans don't understand that the passing lane, when there's relatively little traffic, is for passing only. Even if one needs to exceed the speed limit slightly, that's generally permissible (law / interpretation vary from state to state), to get back into the travel lane.
I've seen, on numerous occasions, state troopers in New Jersey pull people over for camping in the left-hand lane. So there's hope.
Unfortunately, in Pennsylvania, despite the passing law being somewhat similar to that of NJ, seems anything goes with the state police turning a blind eye, other than often tailgating the driver until they move over - at least that's how it is in the eastern part of the state.
