The issue at hand isn't whether a program owner has to offer an affiliate program or not, the issue at hand is that a program owner is posting an offer to entice and then doing something completely different, which is fraud.
While I don't expect CCBill to police every single affiliate program page to validate whether what is posted matches with the actual program offerings within their system, I do expect them to act when someone brings it to their attention.

I have never put a cap on my rebills- I called ccbill today to find out what this is all about and he emailed me back the following:
Dear Desirae,
Thank you for calling our client support department to follow up regarding the notification about affiliate 1570404 being limited to six rebills (instead of the advertised lifetime rebills) We were able to confirm your affiliate system was setup for unlimited rebills and that you did not set up a billing limitation. I apologize again for any inconvenience. I will verify with my accounting department on Monday. But you are currently setup to payout on rebills for the lifetime of the membership and not the six you were contacted about by our support team.
