Unfortunately he is right, no matter how successful you are with your campaign against file lockers they're not going away - they will be pushed offshore using offshore processors, offshore hosting, offshore registrars - where there's money there's always a way.
But with your work if we can make them all look like rogue offshore criminals i think a lot of surfers will avoid them.
