To be legal mailing, and CAN-SPAM compliant, you need to be double opt-in. You can't just scrape or throw a master list together. The person needs to double opt-in for you to be able to send them mail regularly.

If you're going to be mailing adult, you need to make sure anyone in Michigan and Utah are over 18 verified. If you can't do that, you had better remove people from those states completely to avoid possible legal b.s..
