I have to side with potter on this one.
The key isn't the definition of immigrant, but the definition of resident which is:

So if someone sneaks into this country illegally and lives here their entire life they are still a resident and therefor an illegal immigrant.
A migrant is someone who moves from place to place.
Many illegals come to this country planning on staying and unless they are caught they do just that.
