PJ, I wish you luck because you are going to need it. By the sound of it you are already facing a mountain of problems that all lead you to the precipice of disaster. You really should consider working with a content company to produce for you at this time. In the long run it will be cheaper than learning the expensive way through trial and error. I am sure someone is down there producing content that has already worked through all the issues. Why pay for the learning curve if you are not even there to be hands-on managing it?
The models look they are going to be beaten if they miss a shift at the brothel so be careful because there are probably going to be people that want to get paid that you don't even have factored into the budget yet, like pimps and local law enforcement. DWB probably has good advice about the cost of those risks.
If you are committed to moving forward then I would suggest not trying for such an ambitious first production. Get one model to shoot and make the photog give you a discount based on having to prove his skills because adult nude work is, for lack of a better word, an art - even at the amateur level, and regardless of a person's professional experience in other areas of expertise.
